Section 8 Participants,

The Columbia County Housing Authority (CCHA) would like to inform you of upcoming changes to the
Section 8 Housing Choice Voucher Program beginning January 1, 2027.

These changes are part of the Housing Opportunity Through Modernization Act (HOTMA), which updates
how Public Housing Authorities (PHAs) are required to calculate household income, assets, and allowable
deductions when determining rental assistance and tenant rent portions.

Enclosed with this letter is an important notice outlining these changes and how they may affect your
household during future recertifications.

We understand that the information in the attached notice may seem overwhelming. Please know that you
are not expected to understand everything all at once. We are here to help, and we will work through these
changes together.

Our goal is to make this transition as smooth as possible for everyone. As these new requirements take
effect, CCHA staff will be available to answer questions, explain documentation requirements, and help you
understand how the changes may apply to your individual household.

While some of these changes may affect how your income, assets, deductions, or rental assistance are
calculated, this does not necessarily mean your rent will increase or that your assistance will change. Each
household’s circumstances are different, and any adjustments will be determined based on applicable HUD
regulations and your household’s information.

We encourage you to carefully review the enclosed notice and keep it for future reference. Please continue
to report changes in your household and provide all requested documentation as required by the program.

Most importantly, we want you to know that you are not navigating these changes alone. We recognize that
changes to housing assistance can create questions and uncertainty, and we are committed to providing
guidance, patience, and support throughout this process.
